Establishment file · Two-track plan
Two tracks: sign through a partner, restructure the body
The question is not whether to become a certification body. It is what to sell in the next
twelve months while the structure is being built. Two tracks run in parallel: a licensed signing partner for
cash flow now, and a structural rebuild for the right to sign later.
Why this order. Accreditation is a 2027 option, not a 2026 plan. A body that waits
for it has no revenue in between, and a body that issues conclusions before it holds accreditation creates the
one thing procurement teams check first. The signing layer can be borrowed; the evidence layer cannot.
The three options
| Option | What it means | Cost / lead time |
Why not |
| A · Split | Hong Kong company limited by guarantee: founder funds it but holds no shares;
a majority-independent board with a veto; consulting ban; single-client revenue capped and disclosed |
≈ HK$10–20k to establish + annual audit; 2–3 months |
Correct end state, but nobody pays for it in the first year and control is surrendered up front |
| B · Alliance | Do not sign as a body. Sign an evidence-supply agreement with an already
accredited body — it signs, we supply metering, ledger, grading and the register, revenue is shared |
1–3 months; near-zero marginal cost |
Only the share, not the signature premium — but it is revenue now |
| C · Two tracks ✓ | B for cash flow, A for structure: sign through a partner today and
rebuild the body over 6–12 months | B now; A over 6–12 months |
Two narratives to keep straight — this page is how they are kept straight |
Track B — effective now
| What | Us | The licensed partner |
| Measurement | Metered data, hourly factors, boundary and functional unit | Reviews the method and the sampling plan |
| Ledger and grading | Batch ledger, hash chain, A/B/C grade | Relies on it as evidence for its conclusion |
| Register | Publishes the record and the recomputation path | Countersigns the record |
| Signature | — | Issues the statement or the label |
| Fee | Evidence fee + share of the signature fee | Signature fee |
Nothing in track B is a claim about us. A partner with ISO/IEC 17065 accreditation is the one whose name a
buyer can check, and our evidence is what makes its signature cheap to produce and hard to challenge.
Track A — 6 to 12 months
Two acceptable end states, and the choice between them is a business decision rather than a compliance one:
| End state | When it is right | What it costs |
| Real CLG — a guarantee company with a majority-independent board and a veto |
A signature is worth more than the cash it costs to be allowed to give one |
Establishment cost, annual audit, and the loss of unilateral control |
| Methodology & registry brand — we publish the method and keep the register, and never
present ourselves as a certification body | The evidence layer is the business, and a signature is a
rented service | Almost nothing, but the word "certify" leaves the vocabulary |
This site currently follows the second end state: methodology and public registry, with a standing
statement that it does not issue certification conclusions.
What may and may not be said
| Statement | Status |
| "Methodology published, evidence graded, register recomputable" | True today |
| "Signature issued by an accredited partner" | True once a partner is contracted |
| "We are an independent verification body" | Not until track A reaches a real CLG |
| "Certified", "accredited", "approved by" | Never before accreditation — not in copy, not in a slide |
| "100 labels published" | Never — 20 modelled reference records; the live label is separate |
Five actions, in order
| # | Action | Done when |
| 1 | Publish the buyer-side schedule (A ¥80 / B ¥60 / C ¥40) and the ¥40 signature share | On the fee schedule page |
| 2 | Sign one evidence-supply agreement with an accredited body | A countersigned pilot label exists |
| 3 | Separate the two identities: domain, email, phone, and who may speak for whom | No shared mailbox between platform and body |
| 4 | State "does not issue certification conclusions" on every page footer | Done — it is in the utility bar and the footer |
| 5 | Decide track A's end state: real CLG or registry brand | Board resolution, published on this page |
What this page is not. It is not a promise that accreditation will arrive on a
date, and it is not a claim that a partner is already contracted. Until action 2 is done, no label signed
under this plan exists.
